Despite anything contained in this Act, the Authority may suspend or cancel a licence where the holder of the licence—
(a) has been convicted in Saint Lucia or elsewhere of a criminal offence;
(b) is deceased, bankrupt or incapable of carrying on the business in respect of which the licence is issued;
(c) has contravened a provision of the licence; or
(d) conducts himself or herself on a beach or in a protected area in a manner in which the Authority reasonably believes to be immoral or contrary to public decency.
