31.   Limitation of time for making claims

Except with the approval of the Governor General in any case in which he or she considers that injustice may otherwise be done, a claim for compensation which may be made under the provisions of this Act shall not be admitted or entertained unless the same shall be made within 12 months after the date on which entry has been made on the land under section 4 or, if a declaration has been made under section 3, within a similar period after the date of the second publication of such declaration.
