The holder of a licence for any animal admitted to Government pasturage lands shall report to the Livestock Officer any sale or other change of ownership of such animal and any birth, death or illness of any animal of which he or she has knowledge. Whoever fails to comply with the provisions of this section commits an offence and on summary conviction is liable to a fine not exceeding $10 or to imprisonment for one month.
