(1) The Cabinet may, upon application made by the importer of any goods or commodities to which this Act applies, remit or refund in whole or in part any duty payable or paid under this Act if the Cabinet is satisfied that it is just and equitable so to do.
(2) The remission or refund authorised to be made under subsection (1) may apply to specific instances or generally.
