(1) Cabinet may make such regulations as Cabinet thinks necessary for carrying into effect the provisions of this Act, and may alter and rescind such regulations.
(2) Such regulations, alterations and rescissions shall be laid before the Parliament and published in the Gazette.
(3) Every person committing a breach of any of such regulations shall incur a penalty not exceeding $250.
