(1) Any person desiring to remove spirits from any distillery or warehouse shall deliver to the proper officer a request note in the prescribed form signed by such person.
(2) A permit shall not be granted for the removal of any spirits on which duty is payable unless and until the Accountant General's receipt for the duty shall be produced.
(3) The permit shall be granted by the proper officer.
