Spirits warehoused in a Government warehouse may be transferred into the name of a purchaser on his or her producing to the officer in charge of the warehouse a written order for the delivery of such spirits, signed by the owner of the spirits; spirits so transferred shall be discharged from all claim in respect of duties, penalties or forfeitures to which the transferor is liable.
