The Board may, subject to the provisions of the Act and Regulations made thereunder, grant financial assistance to—
(a) a student, if in the opinion of the Board such student would be unable to commence or complete his or her education in the absence of such financial assistance; or
(b) a school or other educational institution approved by the Ministry of Education, where the Minister is satisfied that as a result of exceptional circumstances a grant should be made.
