(1) There is hereby established an Education Trust Fund into which is to be paid all moneys received for and on behalf of the Fund.
(2) The Fund shall consist of—
(a) such moneys as may be provided by the Government for the use of the Fund;
(b) such moneys as may be raised by the Fund through contributions or donations by persons or groups— whether local, regional or international—or by fundraising activities;
(c) such other moneys from any other source as may be granted, loaned or allocated to the Fund.
