21.   Secrecy

  1.  

    (1)   The Competent Authority and a person having an official duty under this Act shall regard and deal with all documents and information relating to a person, and all confidential instructions in respect of the administration of this Act which may come into his or her possession or to his or her knowledge in the course of his or her duties, as secret.

    (2)   A person who contravenes subsection (1) commits an offence and is liable on summary conviction to a fine not exceeding ten thousand dollars or to imprisonment for a term not exceeding two years or to both.
