The functions of the Board are—
(a) to receive and consider applications by any rehabilitated person, for the expungement from the records of spent convictions and to grant or reject such applications;
(b) to consider any representation made to it by or on behalf of a person who has applied to the Board for the expungement from the records of a spent conviction.
