(1) The Executive Council may establish committees consisting of such members of its body as it thinks fit to assist it in the pursuance of its objectives under this Act.
(2) The Executive Council may delegate any of its powers to a committee established under subsection (1) and any such committee shall exercise the powers so delegated in conformity with any rules made in accordance with section 14.
