If in any proceedings a question arises as to the entitlement of the Corporation or any other person to any immunities or privileges under this Act, a certificate issued by or under the authority of the Minister for Labour to the effect that the Corporation or other person is or is not so entitled shall be conclusive evidence of the fact.
