65. Appointment of the Tribunal

(1) Cabinet shall appoint the Tribunal.

(2) The Tribunal comprises the following 3 persons —
1. (a) an attorney-at-law with at least 10 years of experience who is the Chairperson of the Tribunal; and
1. (b) 2 persons, having experience in —
  1. (i) scientific research, or
  1. (ii) finance.
