(1) A person claiming an interest in any property which has been paid to the Accountant General or in the proceeds from the sale thereof may file a claim thereto with the Accountant General and, after an appropriate hearing the decision of which shall be communicated to the claimant and made a public record, the Accountant General may deliver up the property or make payment.
(2) A person aggrieved by a decision of the Accountant-General may commence an action in the Court to establish the person's claim within 30 days following the decision of the Accountant General.
