27.   Powers of Minister

  1.  

    (1)   The Minister may, by writing under his or her hand, empower an officer—

    1.  

      (a)     to accept from any person who has admitted in writing or in the presence of at least one witness not being an Officer that he or she has committed an offence against this Act, a sum of money not exceeding $500 by way of compensation for such offence;

      (b)     when any property has been seized under this Act, to release the same on payment of the value thereof as estimated by such officer.

    (2)   On payment of such sum of money or such value, or both, as the case may be, to such officer, the person so admitting the commission of such offence, if in custody, shall be discharged, the property, if any, shall be released, and no further proceedings shall be taken against such person or property in respect of such offence.

    (3)   All monies received by such officer under this section shall be paid promptly into the Treasury by the officer receiving the same.
