21.   Arrest of person found committing an offence

  1.  

    (1)   Where any person is found committing an offence against this Act, any officer may require any such person to give his or her name and place of abode; and may arrest any such person if—

    1.  

      (a)     such person refuses to give his or her name or place of abode to the satisfaction of the officer; or

    1.  

      (b)     gives a name or place of abode which is false.

  1.  

    (2)   Any person required as aforesaid to give his or her name or place of abode who refuses to do so or who gives a name or place of abode which is false commits an offence.
