3.   Power to take voluntary declarations

In any case where confirmation of any written instrument or allegation, or the proof of any debt, or the execution of any deed or other matter is required, it is lawful for the judge, the Governor General, and any magistrate, justice of the peace, notary royal or other officer now by law authorised to administer an oath, to take the declaration of any person voluntarily making the same before him or her, in the Form contained in the Schedule.
