Schedule 3  Editor's note: This Schedule 6 of the Quarantine Act, 1905. That Act was repealed by the Quarantine Act, but this Schedule was saved by section 11.

RULES GOVERNING RAT ISLAND STATION

  1.  

    1.   Rat Island is hereby declared to be an Isolation Station for cases of Alastrim.

  1.  

    2.   Rat Island shall be under the immediate control and administration of the Chief Medical Officer, who shall arrange for the care of all cases isolated; the engagement of such staff of nurses, servants, or other persons necessary for the management of the Isolation Station at such rates of pay as shall be approved by the Governor General, and for any other measures essential to the welfare of that institution.

    3.   Persons to be detained under observation and their baggage shall be removed from the ship to the Station in the ship's boats, or at ship's expense by boats provided by the agents and approved by the health officer.

    4.   Persons isolated at Rat Island shall pay for the cost of their maintenance as follows—

    1.  

      (1)     For first class accommodation, a sum not exceeding $2.40 for every 24 hours or part of an hour.

    1.  

      (2)     For other accommodation, a sum not exceeding $0.48 for every 24 hours or part of it.

  1.  

    No charge shall be made for their maintenance to persons entitled to gratuitous medical aid, or to persons recommended by a Medical Officer for free maintenance.

    5.   All expenses incurred in respect of the detention or maintenance of any person at the Station may be sued for and recovered by the Chief Medical Officer from such person, or from the master, owner or agent of the ship bringing such person to Saint Lucia.

  1.  

    6.   The Chief Medical Officer, with the approval of the Governor General in writing, may order all stores, food and liquor necessary for the maintenance of persons detained at the Station.

    7.   The Chief Medical Officer may detain the baggage and effects of any person who fails to pay before leaving the Station the amount due from him, and may sell the same after 7 days should the said amount then remain unpaid, and deduct from the proceeds of sale the said amount and all costs and expenses.

    8.   During the detention of persons at the Station a police guard shall be stationed at the Guard House.

    9.   All persons at the Station shall obey the health officer and conform to his or her directions in every respect, and any such person wilfully disobeying any reasonable order or failing to conform to any reasonable direction of the health officer commits a breach of these Rules.

    10.   When any person has been ordered to be detained at the Station no one shall land at or leave the Station without the health officer's express permission.

  1.  

    11.   During such time as the Station may not be required for Quarantine purposes, the Chief Medical Officer may let the same at the following rentals—

    However, the Governor General may sanction such other rentals as he or she may consider reasonable.

  1.  

    12.   Any person damaging or injuring Government property at the Station commits a breach of these Rules.

  1.  

    13.   Any person contravening any of these Rules is liable to a fine not exceeding $240.
