(1) The Commissioner of Police on an application made to him or her under section 17, may, in any case, grant or refuse the application.
(2) Where an application is granted, the Commissioner of Police shall issue to the applicant a permit for the desired event to take place specifying therein such terms and conditions as he or she considers necessary in the interest of public safety and for the preservation of public order.
(3) The Commissioner of Police shall, at least 24 hours before the desired event is to begin, notify the applicant of his or her decision; and where the application is refused he or she shall state in writing the reasons for such refusal.
