18.   Application for permits

Any person who desires to organise or hold a public meeting or a public march in any place to which an order under this Part applies, shall at least 3 days before the date on which it is proposed to hold such meeting or march apply to the Commissioner of Police for permit and any such application may be made by delivering it to the Commissioner of Police or to a police officer in charge of the Police Station nearest to the place at which the meeting is to be held or the march to take place.
