MEETINGS AND MARCHES — SPECIAL PERMISSION

17.   Power to prohibit meetings and marches

  1.  

    (1)   Despite anything contained in Parts 2 and 3 or in any other enactment, where and at any time the Minister is satisfied that, by reason of particular circumstances existing in the State or in any part of it serious public disorder would be occasioned by the holding of public meetings or marches in the State or in any part of it and that it would be in the interest of public safety and necessary for the preservation of public order so to do, he or she may by order, subject to such exemptions as specified in Schedule 1, prohibit throughout the State or in any part of it —

    1.  

      (a)     all public meetings and all public marches;

    1.  

      (b)     all persons from organising, holding or speaking at or attending any public meeting or public march,

    except in cases where a permit has been issued under this Part.

    (2)   Every order made under this section—

    1.  

      (a)     shall unless previously revoked remain in force for a period of not more than one month but may be extended from time to time for a further period of not more than one month by a like order which shall be subject to affirmative resolution;

    1.  

      (b)     shall be published in the Gazette;

    1.  

      (c)     may at any time be varied, altered, amended or revoked by the Cabinet.
