11.   Grant of permit for marches

  1.  

    (1)   The Commissioner of Police on any application made to him or her under section 10, may in any case grant or refuse the application.

    (2)   Where an application is granted, the Commissioner of Police shall issue to the applicant a permit for the desired march or exhibition, specifying the route to be followed in a march or in the case of exhibition, the place of such exhibition, the times between which it may take place and such other terms as the Commissioner of Police may consider necessary.

    (3)   The Commissioner of Police shall at least 36 hours before the time specified in the application in accordance with section 10(2)(d) as to the time at which the march for the exhibition is to begin notify the applicant of his or her decision and where the application is refused he or she shall state in writing the reasons for such refusal.
