(1) Subject to subsection (2) and to reappointment for a further term, the appointment of a commissioner shall be for a period not less than 3 years or more than 7 years unless the commissioner resigns under section 24 or the commissioner's appointment is revoked under section 25.
(2) The appointment of the commissioners shall be staggered.
