54. Spirits used in arts or manufactures may be exempted from duty
Any person may, on being authorised by Cabinet and subject to such conditions as may be prescribed, use spirits in any art or manufacture or for fuel without payment of duty. However, if any spirit remains in the product of such art or manufacture, duty shall be charged on the spirit used, or on such part thereof as Cabinet shall direct.
