5.   Constitution of Councils

  1.  

    (1)   Each Council shall consist of not less than nine and not more than fifteen members appointed by the Minister by Order published in the Gazette.

  1.  

    (2)   Members appointed under subsection (1) shall be selected from the following categories—

    1.  

      (a)     a national civil society group;

    1.  

      (b)     a civil society group or sector within the constituency;

    1.  

      (c)     a nominee from each of the political parties represented in the House of Assembly;

    1.  

      (d)     not less than three members appointed from among persons of proven capacity in matters relating to social development, agriculture, community development, tourism, environmental matters, health and business or any other areas relevant to the development of the community;

    1.  

      (e)     a representative of the Ministry of local government who is a public servant.

  1.  

    (3)   The Minister shall appoint a Chairperson and Deputy Chairperson from the members of the following Councils—

    1.  

      (i)     Babonneau,

    1.  

      (ii)     Castries South East,

    1.  

      (iii)     Dennery North,

    1.  

      (iv)     Dennery South,

    1.  

      (v)     Micoud North,

    1.  

      (vi)     Micoud South,

    1.  

      (vii)     Vieux Fort North,

    1.  

      (viii)     Laborie-Augier,

    1.  

      (ix)     Choiseul-Saltibus,

    1.  

      (x)     Anse La Raye, and

    1.  

      (xi)     Canaries.

  1.  

    (4)   The Minister shall appoint a Mayor and Deputy Mayor from the members of the following Councils—

    1.  

      (i)     Gros Islet,

    1.  

      (ii)     Vieux Fort South,

    1.  

      (iii)     Soufriere, and

    1.  

      (iv)     Castries.

  1.  

    (5)   The duties of the Secretary of each Council shall be performed by the person assigned by the members for that purpose.
