(1) The Registrar shall be assisted by a District Registrar for each district referred to in section 3.
(2) Subject to subsection (5), Cabinet may, upon the recommendation of the Minister, appoint a District Registrar for a maximum term of up to 6 years and such person is eligible for re-appointment. (Substituted by Act 10 of 2014)
(3) The Minister may by Regulations prescribe the qualifications of a District Registrar.
(4) A District Registrar is entitled to a stipend in an amount determined by Cabinet.
(5) A person is disqualified from being appointed as a District Registrar if he or she—
(a) is in part-time or full-time employment;
(b) has been convicted of a criminal offence except where the offence is a minor traffic offence or has been spent in accordance with the Criminal Records (Rehabilitation of Offenders) Act;
(c) is certified by 2 psychiatrists to be physically or mentally incapacitated by reason of unsoundness of mind; or
(d) is declared by a court to be a bankrupt.
(6) The Cabinet shall revoke the appointment of a person as a District Registrar where—
(a) he or she is convicted of a criminal offence, except where the offence is a minor traffic offence;
(b) he or she fails to comply with the provisions of this Act, the Civil Code, or any of the laws of Saint Lucia in relation to civil status;
(c) he or she is certified by 2 psychiatrists to be physically or mentally incapacitated by reason of unsoundness of mind; or
(d) he or she is declared by a court to be a bankrupt.
(7) If at any time before the revocation or expiry of the term of the appointment of a District Registrar, the District Registrar dies, the appointment of such District Registrar is deemed to have ceased from the time of his or her death.
