(1) Where an adoption order is made in respect of a minor who is not a citizen, then if the adopter or in the case of a joint adoption either adopter is a citizen, the minor shall become a citizen as from the date of the order.
(2) The Minister may cause a minor to be registered as a citizen in such special circumstances as he or she may consider which may include—
(a) that the minor being an infant was born in Saint Lucia and has been abandoned;
(b) that the minor is a stateless person.
