13.   Packing materials

  1.  

    (1)   The following materials are prohibited for use as packing materials—

    1.  

      (a)     banana plants, plant parts, and other plants of the musaceae family;

    1.  

      (b)     coconut plants and plant parts;

    1.  

      (c)     citrus plants and plant parts;

    1.  

      (d)     coffee plants and plant parts;

    1.  

      (e)     cotton plants, plant parts and unprocessed cotton products;

    1.  

      (f)     forest litter;

    1.  

      (g)     grass plants and plant parts;

    1.  

      (h)     leaves, stems and roots of plants in general;

    1.  

      (i)     rice straw and hulls;

    1.  

      (j)     sugarcane plants and plant parts;

    1.  

      (k)     soil.

    (2)   Despite subregulation (1), any plant or part of a plant for which entry is prohibited in Schedule 3 shall be prohibited for use as a packing material.

    (3)   Packing materials specifically authorised include—

    1.  

      (a)     sterilized peat or sphagnum moss;

    1.  

      (b)     excelsior or wood's wool;

    1.  

      (c)     osmonda fiber;

    1.  

      (d)     vermiculite;

    1.  

      (e)     ground cork;

    1.  

      (f)     treated wood shavings;

    1.  

      (g)     paper pulp;
