(1) The Director of Finance and Planning shall—
(a) take all proper steps to ensure that any directions and instructions given under section 3 and rules or regulations made under section 54 are brought to the notice of all persons directly affected thereby and are complied with;
(b) be entitled to inspect all government offices and public property and shall be given access at all times thereto and to all available information he or she may require with regard to monies and property in the custody of accountable officers and to all documents and records in respect thereof;
(c) certify all withdrawals made or authorised from the Consolidated Fund; and
(d) carry out such other duties as are conferred on him or her by this Act or by rules or regulations made under it.
(2) The Director may delegate in writing all or any of the powers conferred upon him or her by subsection (1)(b).
