(1) The Governor General shall make, alter or annul rules to be observed by persons riding bicycles or tricycles on any public way of Saint Lucia, and by drivers of other vehicles and other persons using the public way in respect of the safety of persons using bicycles or tricycles.
(2) Such rules after being published in the Gazette have the force of law.
(3) Such rules may prescribe penalties not exceeding $24 for any breach of the same, which penalties may be enforced by any person in a summary manner before any district court.
