The Attorney General, aided by his/her law officers and administrative personnel, within the Advice and Litigation Unit, provides advice to the Government and provides certain specified services to the public. The Advice & Litigation Unit’s portfolio includes the following responsibilities:
- To provide advice to Cabinet, ministers and all Government departments
- To institute civil proceedings on behalf of the Crown and/or to defend such proceedings instituted against the Crown
- To act as the Central Authority for the purposes of international legal cooperation to wit. extraditions and mutual legal assistance in criminal matters
- To act as the authority for all civil/asset recovery matters
- To issue marriage licenses
- To approve the registration of all non-profit organizations
- To draft and/or vet all deeds, contracts and/or leases to which the government is a party, or where the government has an interest.
- To process all applications of non-nationals for admittance to the Saint Lucia Bar.
- To act (subject to the coming into force of [enter info] as tutor ad hoc for infants who are the subject of an adoption application.
- To bring relator actions as and when necessary.
The Unit is supervised by the Solicitor General.
Role of Solicitor General – Head of Advice & Litigation
Relationship and Responsibilities
Under the direction of the Attorney General, the Solicitor General supports the constitutional role and function of the Attorney General, by managing on his/her behalf the Advice and Litigation Unit which carries out a substantial number of the duties and responsibilities of the Attorney General’s Chambers. When necessary, the Solicitor General acts as the Attorney General’s delegate and is therefore, after the Attorney General, the second most senior civil law officer within the Government and is the most senior civil law officer appointed by the Judicial and Legal Services Commission.
In the performance of his/her duties, the Solicitor General reports to the Attorney General on all matters of law, and works with and where necessary, responds to the Permanent Secretary in the Attorney General’s Department, on all administrative related matters.
In addition to assisting the Attorney General in the performance of his duties, some of the specific functions of the Solicitor General include:
- Functions as the delegate of the Attorney General and represents Chambers at official meetings, conferences, boards and committees.
- Litigates, when necessary, on behalf of the government.
- Oversees directly international mutual legal cooperation on behalf of the Attorney General
- Supervises the work of the law officers to ensure that all government legal services are provided in an efficient, ethical, effective and professional manner.
- Works with and reports to the Permanent Secretary to ensure the proper administrative functioning of the Advice and Litigation Department.
- Manages the day-to-day operations of the Advice and Litigation Department to ensure the provision of effective legal services to the Government of Saint Lucia.
- Assists in coordinating the implementation of legal policies, plans, programmes and projects.
The current holder of the office is Mr. Seryozha Cenac, LLB (Hons), MSc. BVC [insert hyperlink to bio]. The Solicitor General is supported by his senior management team [insert hyperlink to short bios] of three (3) Senior Crown Counsel.
Meet Our Team
Solicitor General Mr. Seryozha Cenac, LLB (Hon), MSc., BVC
Mr. Seryozha Cenac is an attorney-at law with over seventeen (17) years post Bar experience having been called to the English Bar in June 2004 and to Saint Lucia’s Bar in June 2007. Mr. Cenac joined Chambers as a Senior Crown Counsel in March 2017. Prior to this initial appointment, Mr. Cenac practiced for five (5) years, as a Crown prosecutor in the Office of the Director of Public Prosecutions, then as in-house counsel for Invest Saint Lucia. He has litigated at all levels of the court including the Privy Council, with three (3) notable appearances in 2025 before the Caribbean Court of Justice. Mr. Cenac was appointed as Solicitor General in June 2025 after acting in the office for one year.
Senior Crown Counsel Nichola George-Benjamin
Nichola is an attorney-at-law with over twenty (20) years of regional experience across multiple Caribbean jurisdictions, namely the Bars of Trinidad and Tobago, Bermuda, Saint Lucia, and Barbados. She holds a Bachelor of Laws (Hons) from the University of the West Indies and is a graduate of the Hugh Wooding Law School followed by a Master’s degree in Corporate and Commercial Law (2010). Nichola brings to the AGC her extensive experience and deep understanding of regulatory law, corporate law and commercial law.
Senior Crown Counsel Arthur D. Compass
Mr. Arthur D. Compass serves in the Advice and Litigation Department of the Attorney General’s Chambers. He is admitted to the Bars of Saint Lucia, Jamaica, and Ontario.
Mr. Compass is a graduate of the University of Technology, Jamaica, where he obtained his Bachelor of Laws degree, and the Norman Manley Law School, where he earned his Legal Education Certificate.
Prior to joining Chambers, Mr. Compass gained valuable experience in both private practice and public administration. His professional background includes work in civil and commercial litigation, regulatory compliance, and the provision of legal and advisory services across multiple sectors. He has also represented Saint Lucia at regional forums and contributed to improvements in legal processes and documentation.
At Chambers, his practice areas include constitutional law litigation, general litigation, notarial services, and the provision of strategic legal advice to government ministries and departments.In his spare time, he enjoys reading and expanding his knowledge of the legal field
Crown Counsel Mr. George K. Charlemagne
Mr. George K. Charlemagne is an attorney-at-law serving in the post of Crown Counsel IV in the Advice and Litigation Unit of the Attorney General’s Chambers. Mr. Charlemagne joined Chambers in September 2018 as a Crown Counsel I and as of February 2026 holds the post of Crown Counsel IV. Mr. Charlemagne holds a Bachelor of Laws with honours from the University of the West Indies, Cave Hill (2015), and a Legal Education Certificate from Hugh Wooding Law School (2017), where he was on the principal’s roll of honour and received the Book Specialist Award for Best Overall Performance. Called to the Saint Lucia bar in October 2017 and the Trinidad and Tobago bar in November 2017, Mr. Charlemagne has over eight years of experience as an attorney and over seven-year experience as a Crown Counsel.
Further, he has appeared in numerous civil matters before various courts and has provided extensive legal advice on state matters. Additionally, he has represented the Attorney General’s Chambers on several statutory boards and committees. Besides, law, Mr. Charlemagne is an avid sportsman who still engages in recreational and competition football whenever time permits.
Crown Counsel Kimberley Williams
Kimberley K. Williams joined the Attorney General’s Chambers on 4th March 2024 as Crown Counsel II. She was admitted to the Jamaican Bar in December 2016 and the Saint Lucian Bar in December 2020. Kimberley obtained her Bachelor of Laws Degree (First Class Honours) from the University of the West Indies (2014) and subsequently obtained her Legal Education Certificate from the Norman Manley Law School (Principal’s Roll of Honour) (2016). She also possesses a Bachelor of Arts Degree in International Relations and Spanish (2010) and a Master of Science Degree in International Development Studies (Cum Laude) (2023).
Prior to joining us, Kimberley accumulated experience in civil and commercial practice as legal officer in the High Court of Saint Lucia where she provided support to the judges of the Civil and Commercial Divisions, and as an associate at law firms where she practiced primarily property and commercial law. She is also a Member of the Chartered Institute of Arbitrators and of the Rotary Club of Saint Lucia. Ms. Williams is now a Crown Counsel III.
Crown Counsel Nicolette Jules
Nicolette Jules is an alumna of the University of the West Indies (Cavehill) and the Hugh Wooding Law School. She was called to the Bar of Saint Lucia in 2022 and currently serves at the Attorney General’s Chambers as a Crown Counsel II. Ms. Jules is a practical minded attorney and an excellent team player.
Beyond her legal work, she is an active member of the Social Committee, where she fosters collaboration, team spirit, and a positive working environment, which aligns with Chambers’ desire to create a strong and cohesive working environment.
Crown Counsel Rajiv Lennie
Rajiv R.M. Lennie, Crown Counsel I within the Attorney General’s Chambers of Saint Lucia, where he provides legal advice and representation on a broad range of public law and civil matters on behalf of the Government.
Mr. Lennie holds a Bachelor of Laws (LL.B.) (Hons) and a Postgraduate Diploma in Bar Professional Practice. He was called to the Bar of England and Wales at the Honourable Society of Lincolns Inn and has developed experience across a range of legal disciplines, including civil litigation, administrative law, commercial law, property law, and regulatory matters.
In his role at the Attorney General’s Chambers, Mr. Lennie advises Government ministries, departments and statutory bodies on legal and policy matters, prepares legal opinions, reviews applications for marriage licenses and other legal instruments. Mr. Lennie remains committed to upholding the rule of law and supporting good governance through the provision of practical, principled, and solution-oriented legal advice.
Outside of his professional responsibilities, Mr.Lenniehas a keen interest in personal fitness and wellness and enjoys maintaining an active lifestyle. He believes that discipline, resilience, and continuous self-improvement are qualities that contribute equally to personal wellbeing and professional excellence.
Crown Counsel Al Joseph
Al Joseph joined the Attorney General’s Chambers of Saint Lucia as Crown Counsel in 2026, bringing a strong foundation in appellate jurisprudence and public law to the role.
Prior to joining Chambers, Al served as a Judicial Research Assistant at the appellate level of the Eastern Caribbean Supreme Court (ECSC). This background provided him with extensive insight into ECSC civil procedure, statutory interpretation, and complex constitutional matters—particularly constitutional property rights. At Chambers, Al applies this deep appellate experience across a diverse spectrum of state litigation, advisory matters, and public law disputes, combining clear-sighted legal analysis with strategic advocacy.
Al earned his Bachelor of Laws (LL.B.) from the University of the West Indies in 2020 and his Legal Education Certificate (LEC) from the Hugh Wooding Law School in 2022, the same year he was admitted to the Bar in Saint Lucia.
